Sugiura (1964) proposed the following formula for calculating the geomagnetic disturbance D st index: D st (t) = H(t) H sub 00 (bar) - Sq (t) (bar) - delta H sub 0 (bar), where the bar signifies averaging according to low latitude station data; H sub 00, the average yearly value of the H-component; Sq (t), the average solar-diurnal variation on quiet days; delta H sub 0, the constant for the given year, which determines the zero level of computation of the D st index. The paper attempts to determine the standard level for computing the D st index on the basis of the following considerations: (1) the average yearly value of the H component of the previous year is used for the value of H sub 00; (2) delta H sub 0 is also determined from the previous year or completely excluded; and (3) the standard Sq (bar) variation calculated for each month by averaging the data of low latitude stations for a series of years is used as the averaged Sq (t) (bar).
