The strong scattering effects by turbulent plasma on high-frequency radiation resulting from the Compton process are discussed. It is found that energy dissipation due to viscosity, as a source of Langmuir turbulent waves, could lead to form power-law spectra of high-frequency radiation. It is shown that the spectra index is an important factor in determining the atmosphere structure of accretion disks; when a specified condition is met, a high-temperature corona above the disk would appear.
