For many years there has been a controversy as to whether magnetospheric substorms result from an internal instability of the magnetosphere or whether they are a response to changes in the solar wind or the interplanetary magnetic field. The present investigation utilizes several sets of observations in an attempt to identify the characteristics of the substorm of 29 April 1997. The characteristics of the ground magnetic perturbations and energetic electron fluxes of this storm exhibited the typical signature of the onset of a magnetospheric substorm. Similar characteristics were also noted in the AL and AE indices. Drawing from these observations we conclude that the 29 April 1997 substorm was probably not triggered externally since it was localised.
