The workshop focussed on the moderately early universe, between decoupling at a redshift near 103 and the appearance of recognizable quasars and galaxies at a redshift near 5. Major topics included cosmic radiation backgrounds and their implications (particularly as constrained by early COBE data), large-scale structure and deviations from Hubble flow, and dark matter. Conspicuous features were (1) a general (though not quite headlong) retreat from biased cold dark matter as the "best buy" of galaxy formation; (2) some evidence for inflow into the "great attractor" from its back side; and (3) progress toward agreement on the locations (in three dimensions) of the major concentrations of matter responsible for non-Hubble flows out to about 5000 km s-1 as determined by very different methods.
