The present study focuses on the positive contributions that proper motions have made to the study of the Galaxy, with emphasis on modern observational and measuring techniques. The early history of the study of proper motions is traced, with attention given to Herschel, Prevost, Argelander, Struve, Airy, and Duncan. The construction of fundamental catalogs of positions and proper motions in the late 19th century is described. The contribution by Newcomb is highlighted. Consideration is given to the work of Kapteyn, Dyson, Thackery, and Schwarzschild in the field of stellar kinematics in the early 20th century. A discussion is presented of photographic surveys conducted at Pulkovo in the U.S.S.R and the Radcliffe Observatory in Oxford in the middle of the century, and, subsequently, at Yale and the Cape. The use of large Schmidt telescopes for investigating proper motions is described. Future prospects for research on proper motions are considered.
