The steps necessary to be taken for the construction of a global-position photographic catalog with a precision of a few 0.01 arcsec and the limiting magnitude of up to 17 are discussed with special attention given to the astrometric optical systems, the mapping process, the reduction models, and the darkroom processing. It is emphasized that the application of block adjustment for the reduction of future catalogs and the use of the anticipated Hipparcos results as a nearly error-free stellar reference frame will provide means for the construction of a new global position catalog of hitherto unrivaled accuracy and precision.
