Thermal-viscous instabilities cause variations in the local accretion rate of the standard accretion disk around a supermassive black hole. We show that a part of the disk should exhibit the transition to the ADAF state because the local accretion rate becomes smaller than the critical accretion rate for that transition in the low state of the instability cycle.
