For much of the second half of the nineteenth century, John Tebbutt was
Australia's foremost astronomer. In this paper, the circumstances
surrounding his founding of the Windsor Observatory in 1863 are
examined, and the design of the Observatory is evaluated in the light of
overseas trends at the time.
