To account for the slow rotation rate of neutron stars, a model is described which permits evaluation of the loss of angular momentum resulting from the escape of neutrinos from a collapsing stellar core. Loss of angular momentum by this mechanism is thought to occur in all rotating collapsing cores, but does not completely account for the slow rotation of the compact supernova remnants (pulsars). Observational effects caused by transfer of angular momentum to the expanding envelope are considered, and results obtained from a more generalized treatment are discussed.
