The present investigation is concerned with a utilization of the Navstar Global Positioning System (GPS) which was not intended by the creators of this military satellite system. This utilization of GPS will provide the basis for a surveillance technique which is capable of determining the distance between points 10 km apart with a 1-cm error. It is hoped to reduce the error to 0.1 cm within the next year or two. The considered surveillance technique is to combine a use of GPS with an employment of very-long-baseline interferometry (VLBI). VLBI typically uses massive radio telescope dishes in order to pick up the faint signals of quasars. Mobile VLBI's are used for geophysical positioning. According to the new technique, the faint signals from quasars are to be replaced by the stronger signals from the GPS satellites. The precision of the new approach is partly limited by the accuracy with which the satellite positions are known, which, it is believed, can be made very great if suitable VLBI techniques are used.
