Intermediate dispersion spectra for a sample of faint, (BJ less than 21.5) galaxies in the field of the z = 0.31 cluster AC103 were obtained using a fiber-optic coupler at the Anglo-Australian Telescope. The distribution of blue and red cluster members in the color-absolute magnitude diagram is in good agreement with that predicted from a knowledge of galaxy populations in low-redshift clusters. Two of the blue galaxies exhibit unusually strong Balmer absorption lines similar to the candidate starburst galaxies identified in the cluster surrounding 3C 295. The rest-frame cluster velocity dispersion is 912 + 210 or - 126 km/s from which a global mass-to-light ratio of 90 + or - 24 solar units was derived. The redshift distribution of the 15 non-members is consistent with field models incorporating a mild amount of luminosity evolution, as inferred from the local galaxy number-magnitude counts.
