The intensity of the diffuse ultraviolet radiation in the intergalactic medium (IGM) due to quasars has been estimated. The diffuse radiation will be attenuated by hydrogen and helium in the galactic haloes in the IGM and the optical depth of cloudy IGM due to neutral hydrogen in galactic haloes has been estimated. The stability and ionization balance of hydrogen clouds (Sargent et al. 1980) in this radiation field has been considered and it has been shown that with the reduced ionizing flux the clouds cannot be in ionization equilibrium.
