It is shown that the existence of heavy magnetic monopoles may have important effects on the evaporation of small-mass black holes via the Hawking process. In particular, the existence of heavy magnetic monopoles makes possible the existence of stable (over 10 billon yrs) zero-temperature black holes with masses greater than about 150 (10 to the 17th GeV/mu) squared g, where mu is the mass of the lightest monopole. It does not appear likely that most 10 to the 15th g initial-mass black holes will have large enough magnetic charges to stabilize them, but this conclusion depends on the details of the first 10 to the -24th sec in the history of the universe. Such long-lived small holes will exist in the late universe if there is at least one monopole per 10 to the 50th baryons in the universe.
