Types of observational programs for which a Very Large Telescope (VLT) would be useful are noted to be the measurement of very faint companion velocities in large galaxies, the determination of highly accurate velocities in pairs in order to distinguish circular orbits from elliptical ones, and measurement of the velocity dispersion in the outskirts of elliptical galaxies. These VLT observations are pertinent to such outstanding questions as the large scale distribution of matter in the universe, the evolution of the stellar population of galaxies with cosmic time, the metallicity gradient in galaxies, and star formation outbursts in the nuclei of galaxies.
