The relationship between the HL-index (calculated from the sunspot areas for the periodic from 1952 through 1966) and the intensity of cosmic rays is analyzed by calculating the cross-correlation coefficients during the rise to maximum periods (1954-1957), the maximum periods (1958-1960) and the decreasing periods (1961-1965) of solar activity. The characteristics of the three periods are examined and compared.
