An alternative to the 'leaky-box' model for explaining the observed nuclear composition of cosmic radiation is proposed in which all cosmic-ray particles are of galactic origin and remained confined to the Galaxy by a suitably large-scale magnetic field. The present model requires that all complex nuclei are destroyed by spallation, that the particles end up as protons and lose all their energy due to pion production, and that there are one or more local sources of cosmic rays in the solar neighborhood. The composition of the sources is calculated from the observed fluxes of the elements, the relative abundances of the most prominent elements in the sources are given as derived from the two models, and discrepancies resulting from the proposed model are discussed. It is concluded that this model makes a galactic origin of cosmic rays possible at all energies, eliminates the need for a very high-energy extragalactic component, gives a reasonable account of the curious ratio of hydrogen to complex nuclei in cosmic radiation, and reduces appreciably the total amount of energy necessary to maintain the cosmic-ray intensity in the Galaxy.
