We present an explanation of the Type-IV continuum with fast-drift absorption radio bursts observed during the event which occurred on the 2nd of March, 1970. The continuum emission is assumed to be caused by a high-frequency loss-cone instability in the adiabatic magnetic trap, while the absorption bursts are considered to be a result of hot electrons being injected into the trap, which fill the loss-cone and quench the instability. The emission fringe of absorption bursts at the low-frequency side and the wedge-shaped form of the bursts are also elucidated.
