Measurements of particle fluxes and anisotropies made by Heos 2 at crossings of an apparent boundary in interplanetary space are discussed which illustrate how MeV protons and electrons are constrained to move along magnetic-field lines rather than across them. The measurements indicated that the cited boundary separated two particle regimes and was roughly parallel to the plane of the ecliptic. Based on these observations, it is suggested that the solar wind blows snake-like three-dimensional tubes into interplanetary space and that adjacent tubes compress each other to produce local constrictions. MeV particles would follow the magnetic-field-line bundles contained within such tubes and would experience great difficulty in crossing from the regime in one tube to that in a neighboring tube. It is concluded that the theta coordinate of magnetic-field and solar-wind velocity vectors should be given at least as much attention as the phi coordinate when the development of solar particle events is studied.
