Possible phase transitions in neutron-star matter, particularly the melting of neutron stars' crystalline cores, are discussed. Such processes may explain the observed luminosity of pulsars. They are used as a basis for explaining the origin of low-energy gamma-ray bursts which have been intensively studied for the last few years. The structure of gamma-ray bursts is discussed along with the possibility of obtaining from observational data some information on the thermal evolution of neutron stars as well as dynamic processes in the pulsar crust.
