The theoretical and experimental prospects of detecting a low-frequency, continuous, stochastic background of gravitational waves by Doppler tracking interplanetary spacecraft is examined. The characteristic frequency and density ranges which might be expected for these backgrounds are reviewed. It is noted that from an experimental standpoint, the ability to detect a background is limited by an imperfect knowledge of the spectrum of various sources of noise. Further, the main noise source is the clock which regulates the frequency of the tracking waves. Finally, the extent to which other sources of noise may exceed the clock noise and the degree to which they can be eliminated are discussed.
