We present a model describing changes in ion charges during solar flares based on the observed fact that low temperature magnetic loops emerge before flare bursts and the plasma is rapidly heated during the impulsive phase. Results of numerical calculations of the charge state distribution and mean ionic charges of the elements C, N and O agree perfectly with the observations.
