A comparison of data on the velocity of pulsars obtained by different methods is performed. Direct measurements of the proper motion of pulsars give velocities of greater than 100 km/sec. A comparison of drift velocities of the scintillation diffraction pattern for a number of pulsars shows objects with velocities above 100 km/sec and also around 40 km/sec. However, before these velocities can be identified with the velocity of the pulsar, a model of the medium must be assumed. Three such models are examined here: (1) a thin phase screen at a certain distance from the pulsar, (2) an extended, homogeneous medium moving at a certain velocity, and (3) an extended medium with random velocity dispersion. These models are shown to be insufficient to account for low pulsar velocities, so it is concluded that the data with small velocities are not reliable.
