It is suggested that there may be quasi-stable Langmuir turbulence in
the corona in an active region. It is suggested that the enhanced radio
emission meter-wave type I bursts would be the electromagnetic emission
produced by this turbulence. The acceleration of particles caused by
such turbulence and some phenomena of observation are discussed.
