In this paper, the propagation of the cosmic ray electrons in the Galaxy is discussed. The calculations suggest that the cosmic ray is not in a state of equilibrium. It is shown that the cosmic ray can not be considered as the remnants originating from a dramatic physical process in primordial period. The results given by the continuous ejection model can be used to account for the constant in the slope of the electron spectrum.
