The possibility that the gravitational model defined in D = 3 by an action which is the sum of Einstein and Chern-Simons terms is a viable quantum theory, is investigated. The author first shows that this model is the only a priori candidate which is local, ghost-free, and has dynamical excitations. The model is compatible with power-counting renormalizability despite the dimensional nature of the Einstein constant. There remains the problem of finding a suitable regularization, or, equivalently, showing that BRS "anomalies" are absent.
