The evolution of an arbitrary perturbation in the gravitational field
outside of but near the surface of a rapidly rotating black hole is
examined. The spectrum of the ensuing gravitational radiation, when
detected far from the black hole, has sharp maxima at specific, resonant
frequencies of the black hole.
