Ruffini (1975) has stated that the existence of a 'plasma horizon' is a necessary condition for a black-hole magnetosphere to be stable. The possible physical significance of such a plasma horizon is investigated for an imaginary magnetosphere where there is no electromagnetic acceleration parallel to the magnetic-field vector. It is concluded that the requirement that a plasma horizon must exist is not a strong condition even in the very special case of an axisymmetric black hole and magnetosphere because spiralling motions along the magnetic field and drifts introduced by variations in the electromagnetic field will cause particles to be lost unless suitable magnetic mirrors exist.
