The system of first-order coupled differential equations governing electromagnetic-wave propagation in an inhomogeneous magnetized plasma is derived for the case of normal incidence by adopting an approach that uses a step model, results for wave propagation in a homogeneous medium, the constitutive relations of the medium, and (indirectly) Maxwell's equations. Previous derivations of first- and second-order coupled equations for normal as well as oblique incidence are reviewed which employed Maxwell's equations directly. By a simple transformation, it is shown that the coupled equations obtained here are equivalent to those of Fosterling (1942) and of Budden and Clemmow (1957). Advantages of the approach adopted are briefly discussed.
