We propose a new model of spectral state transitions and rapid time variability for Galactic Black Holes in which the inner disk transforms into an inhomogeneous optically thin corona, with embedded dense cool blobs and internal synchrotron radiation together providing the soft photon sources. This transformation is likely triggered by the combined viscous and thermal instability. The corona must have significant radial density and temperature gradients to explain many of the observed properties of rapid time variability.
