In the PPN formalism, the first-order closed analytical solutions of rotating celestial bodies on the improvement of instantaneous orbital elements are obtained in the solar system. The semimajor axis and eccentricity are not affected by the secular relativistic effects, but are affected by the periodic relativistic effects. The inclination, longitude of ascending node, longitude of periastron and mean longitude of epoch are affected by both the secular and periodic relativistic effects. In two gravitational theories, the obtained results are applied to calculate the relativistic effects of the solar rotation on the motions of planets and minor planets, of the planetary rotation on the motions of natural satellites and of the Earth rotation on the motions of artificial satellites.
