The scientific importance of millimeter and submillimeter astronomy is
discussed, in particular for cosmology and star formation studies. The
atmospheric limitations and the recent achievements in the receiver
technology are described. The ground-based submillimeter facilities are
briefly reviewed and compared with space projects.
