Wave particles interactions prevent low energy cosmic rays from
propagating at velocities much faster than the Alfven velocity, reducing
their range by a factor of order 50. Therefore, supernovae remnants
cannot fill the neutral portions of the interstellar medium with 2 MeV
cosmic rays.
