The Trans-Iron Galactic Element Recorder (TIGER) is a balloon-borne instrument designed to measure the abundances of Galactic Cosmic Ray (GCR) nuclei in the charge range 10 <= Z <= 40 at energies from 300 MeV/nucleon to 10 GeV/nucleon. TIGER is composed of a stack of plastic-scintillator detectors, a scintillating-fiber hodoscope, and Cherenkov detectors with radiator refractive indices of 1.04 and 1.5. TIGER was launched on an Long Duration Balloon December 20, 2001 from Williams field, Antarctica and has flown successfully for 21 days (so far at the time of this writing, January 10) at altitudes of 115000 to 127000 feet. TIGER has performed very well in its 1.5 revolutions around the pole. We expect to have accumulated sufficient statistics in this flight to determine the abundance of some rare GCR elements for the first time, including several with odd atomic numbers in the range Z = 30 to 40. TIGER's measurements are important for distinguishing the dependence of GCR abundances on first-ionization potential and volatility, as a means of identifying the form of the GCR source material.
