We present the results of Chandra, XMM-Newton, and RXTE observations of the recently-discovered Galactic black hole candidate XTE J1650-500. A 25 ksec XMM-Newton observation of the source in the ``very high'' state, and spectra of two 30 ksec observations in the ``high/soft'' state obtained with the Chandra HETGS, reveal narrow absorption lines from ionized species, likely due to absorption in an accretion disk atmosphere or disk wind. This represents the first detection of narrow features in a transient Galactic black hole system, and a powerful new means of diagnosing accretion flows onto black holes. The rising phase of the outburst was spectrally hard, with a photon power-law index of 2.0. The broad-band X-ray spectrum reveals strong signatures of X-ray reflection from the accretion disk. We also detect 4 Hz quasi-periodic oscillations in the X-ray intensity. We discuss these results within the context of recent models for the accretion geometry surrounding black holes. Finally, we compare these results to our recent observations of black holes with Chandra and or XMM-Newton, and RXTE, including XTE J1550-564, GRS 1758-258, Cygnus X-1, and our work on XTE J1118+480.
