It is shown analytically that turbulent electromagnetic waves from pulsars are quite efficient in generating high-energy particles from low-energy ones. Calculations are made which indicate that acceleration of particles to rather high energies will still occur when LF coherent waves emitted by a pulsar are transformed into incoherent waves by wave-plasma interactions in a surrounding nebula. These calculations also demonstrate that when charged particles interact with a plane electromagnetic wave having random amplitude, the particles are accelerated to high energy by the wave's Poynting vector and will diffuse at right angles to the direction of the Poynting flux. The ultimate energy such particles can attain is estimated for the Crab nebula.-
