Using a sample of 10 million Υ(4S) decays collected with the CLEO II detector, we have made new measurements of the branching fraction and the lepton-energy moments for B arrow Xc e ν. The electron energy spectrum for inclusive semileptonic B decays was obtained by exploiting charge and kinematic correlations in Υ(4S) events that have both a high-energy lepton and an additional electron. From the total yield we obtain the B semileptonic branching fraction, and from the lepton-energy moments we calculate the Heavy Quark Effective Theory (HQET) parameters barΛ and λ_1. Our results are compared with theoretical expectations and previous measurements. The inclusive branching fraction and HQET parameters may be used to extract |V_cb| within the framework of HQET, subject to the assumption of quark-hadron duality. -------------------------------
