The PrimEx collaboration is preparing an experiment to perform a high precision measurement ( ~ 1.5%) of the π^0 arrow γ γ decay width via the Primakoff effect. This decay channel proceeds primarily through the chiral anomaly and is arguably the most definitive test of the confinement scale QCD. The key component in the experimental setup is a state-of-the art, hybrid electromagnetic calorimeter (HYCAL) to provide precise position and energy measurement of the π^0 decay photons. This detector is comprised of both lead-tungstate crystal and lead-glass, and is currently under construction at Jlab. A description of the HYCAL development will be given with particular emphasis on the recent beam test results.
