Recent discovery of what appears to be free precession in PSR 1828-11 has prompted a re-examination of theoretical estimates of the oblateness (or the quadrupole moment) of a neutron star that can be supported by shear stresses in its crust. I will discuss the recent calculations of the amount of deformation of the crust of PSR 1821-11 implied by its precession, and the potential for constraining the breaking stain and shear stress relaxation processes in neutron star crusts.
