A model for the evolution of sunspots as fractal clusters of magnetic flux tubes is presented. The formation of sunspots is considered as a result of the aggregation of magnetic tubes to the fractal cluster. It is shown that magnetic field dissipation in magnetic flux tubes results in effective sunspot decay. The sunspot formation and decay times predicted by the model as well as the rate of magnetic flux loss are in good agreement with the experimental data. The disappearance of umbra resulting from sunspot decay is interpreted as a phase transition of the second order.
