This paper describes the dynamics of two-state Markov chains for which the transition probabilities are periodic functions of time. It is proved that there always exists exactly one periodic solution for such a system to which all solutions converge (within a few periods). The temporal averages of certain functions of the state probabilities are related to the averages of the transition probabilities. The formalism is applied to fixed portions of interstellar material which either contain an O/B star or gas only (late-type stars are ignored). It is shown how this may be related to stellar densities within the density wave theory as studied by Visser for the special case of M 81. The approach is compared to other current approaches in the field, such as the theory of self-propagating star formation.
