VERA (= VLBI Exploration of Radio Astrometry) is the first differential VLBI array. The VERA project was financially approved in 1999 and the three 20-m telescopes will be constructed at Mizusawa, Kagoshima and Chichijima stations in 2000. We can measure the distances and proper motions of Galactic masers in the whole Galaxy with VERA. Adding the planned station Ishigaki, the positionning accuracy will reach 10 micro arcseconds.
