The progress to be expected from an improvement of stellar reference system is evaluated with regard to the determination of different parameters of the earth moon system. If the proposed space astrometry experiment can be repeated at intervals of a few years, it will be possible to investigate the residual rotation of the terrestrial reference system at near 0.02 arc sec, presently known with a precession of 0.15 arc sec. The best modern observations of occultations are obtained with a precision of 0.37 arc sec; the utilization of an improved catalog should allow the uncertainty to be reduced by 0.19 arc sec.
