The role of atmospheric inhomogeneities is discussed for ground-based astrometric observatories. Modern photoelectric meridian circles will soon be able to produce observations with a mean error of 0.15 arc sec at a rate of nearly 100 observations per observing hour. If, however, the development of ground-based meridian techniques were to be intensified and an astrometrically optimal site for the instrument selected, an improvement in weight by two orders of magnitude could be envisaged. In a few years time it should be possible with a single meridian circle to collect observations which in accuracy, completeness and number by far surpass the results of all previous meridian observations.
