On the basis of the law of conservation of momentum the fluctuations in the planetary atmospheric circulation are accompanied by variations in the diurnal rotation rate of the earth. Considering that the effect of other factors is either small or is easily excluded, it is possible to state that the data on the nonuniformity of the earth's rotation can be used as the integral characteristics of the intensity of zonal circulation of the entire atmosphere.
