An equation for the transport of cosmic rays in a moving medium with
random weak MHD waves is derived. The particle-wave interaction is
described by a general quasi-linear collision integral. The transport
equation describes the spatial diffusion, convective transport, and
regular and statistical energy variations of relativistic particles.
