Photometric observations of the recently discovered X-ray cataclysmic variable 1E 0643.0-1648 are presented. The object was observed with a simultaneous IR/optical high-speed photometer on the UK IR telescope at Mauna Kea in the V and J filters. The photometry, which was obtained during stellar decline from an outburst, reveals flickering on time scales of minutes in both bands. The autocorrelation and cross correlation functions indicate the IR and optical flickering to be correlated, with no significant time delay. The amplitude of the flickering colors correspond to a temperature of 7000-10,000 K. The rate of brightness decline indicates an orbital period of about 6 h, consistent with spectroscopic reports. Moderate-resolution narrow slit spectra of 1E 0643.0-1648 obtained with the 3.9-m Anglo-Australian telescope in the region 3950-4450 A are also presented which exhibit strong hydrogen emission lines and weak He I lines, similar to other cataclysmic variables, and indicate white dwarf masses from 0.08 to 0.5 solar masses, depending on system inclination.
