Consideration is given to shear inhomogeneities in the early universe as the probable source of isothermal perturbations giving rise to galaxies and other large-scale structures in the universe within the framework of grand unified theories. Upper limit on the shear not dissipated before baryon generation, which allows the creation of an extra entropy function, is derived and improved based on a consideration of the minimum neutron electric dipole moment predicted by various grand unified theories. An upper bound on primordial shear of 0(10 to the 12th) is thus obtained, and it is noted that this value does not exclude a reconciliation of grand unified theories and galaxy formation due to isothermal perturbations.
