The paper shows how two 'observed' properties of millisecond pulsars can find a very natural explanation within the context of the collapse formation and evolution of such objects modeled by uniform density ellipsoids. This model places millisecond pulsars in the neighborhood of the classical bifurcation point between the axisymmetric Maclaurin sequence and the triaxial Jacobi sequence. It is shown that a number of equations of state permit pulsar models to attain a nonaxisymmetric configuration.
