The role of the Vlasov equation in the continuum model of cosmology is reviewed. Within this model it is shown that criteria for the validity of the Vlasov equation are not satisfied in galaxy kinetic theory. It is further shown that the Klimontovich equation, referred to in this area of study as the Vlasov equation, is neither the Vlasov equation nor representative of the continuum limit. It is observed that omission of discrete terms in the Klimontovich picture does not lead to the fluid limit of the hierarchy. It is further noted that, as with its plasma counterpart, the Vlasov equation in astrophysics is consistently applied to stellar dynamics in intervals over which correlations remain small.
