A reference frame represented by 210 extragalactic radio sources is presented which consists of two compilation catalogs, one forming a basic set of 50 objects with average position accuracies of 0.3 mas in right ascension (RA) and 0.5 mas in declination (Dec) and the other forming an extension consisting of 160 objects with average RA accuracies of 1.6 mas and Dec accuracies of 1.9 mas. The present work represents an improvement in the basic set by a factor of two relative to the work of Walter (1988). A conservative accuracy estimate of the total reference frame is at a level of 2 mas or better.
